Tobias Barreto UPA approved for hospital conversion, but HPP services have not started

A switch to a Small Hospital was approved in June 2026. SES reports renovated wards and an installed CT scanner, but surgical equipment and staffing remain unfinished. No official start date has been confirmed.

The plan to convert São Vicente de Paulo Emergency Care Unit (UPA) in Tobias Barreto into a Small Hospital (Hospital de Pequeno Porte, HPP) has received administrative approval, but the start of the expanded hospital services has not been confirmed. CIE Resolution No. 211/2026, published on June 12, approved the change in the state-run facility's care profile. On October 27, 2026, the Sergipe State Health Secretariat (SES) reported that some adaptations were well advanced, while the surgical facilities and the contracting of services and staff still required further steps. For patients, this distinction matters: the UPA continues to provide urgent and emergency care, but there is no verified official date for the facility to begin operating fully as a hospital.

What exactly received official approval?

The approval is more than a political statement. On June 1, 2026, the State Interfederative Council (CIE) approved a change in the care profile of state-managed UPAs to general hospitals classified as HPPs. The decision appeared in the Sergipe Official Gazette on June 12 under CIE Resolution No. 211/2026. Its annex expressly identifies São Vicente de Paulo UPA in Tobias Barreto by its CNES registration number, 2546116, and establishes the proposed designation São Vicente de Paulo Small Hospital. The decision also covers a facility in Boquim, but this does not mean the two municipalities share the same implementation schedule.

The resolution also provides for urgent and emergency services to continue 24 hours a day, seven days a week. Approval of the new care profile is a concrete administrative step, but it does not, by itself, prove that inpatient beds, an operating theatre or new staff teams are already working. Confirmation of the opening requires later evidence that the services are actually being delivered.

Construction, equipment and staffing: what is ready and what remains?

Following a meeting and site visit by SES and Sergipe Public Prosecutor's Office (MPSE) representatives on October 27, State Health Secretary Jardel Mitermayer said the wards had been refurbished, that the operating room was in the final stage of equipment installation, and that a CT scanner had been installed. Installation of a scanner does not confirm that CT examinations are already available to patients.

In the same announcement, SES said it was negotiating with the organization managing the facility to formalize contracts for the services and personnel required for the future hospital, including physicians, nursing teams, receptionists and dietitians. Sociedade Brasileira Caminho de Damasco (SBCD) has managed the UPA since October 2025 under a management contract monitored by the secretariat. The announcement does not set a date for the new infrastructure to become operational.

Public Prosecutor Paulo José Francisco expressed the expectation that the remaining issues would be settled over the following days, according to the SES statement. This was an attributed expectation, not a confirmed hospital opening timetable.

How many beds and which services are planned?

According to the plan released by SES in October, the HPP wards are expected to contain 15 beds across male, female and paediatric areas. The emergency department project includes 12 beds: three for paediatric observation, four for adult observation and five for patient stabilisation. These figures describe the planned configuration, not a verified count of hospital beds already in use.

The announced scope also includes reopening the surgical centre, an isolation room, accessibility adaptations, four nebulisation stations, nine rapid rehydration and medication stations, relocation of the ultrasound room and expansion of the nursing station. The plan is for elective surgeries to be accessed through the state referral and scheduling system, while urgent and emergency patients will continue to be admitted directly. The sources reviewed did not provide an operational list of surgical specialties already available or a confirmed date when appointments will open.

What care can residents seek now?

Until the operational change is confirmed, the service documented as existing is São Vicente de Paulo UPA. An SES publication dated October 21, 2025 describes general medical and paediatric care, 24-hour nursing, laboratory and imaging tests, and regulated transfers of serious cases to referral hospitals. This is the institutional description of services available at that time, not real-time confirmation of the availability of every test on October 29, 2026.

In its list of state facilities updated in December 2025, SES still categorises the Tobias Barreto facility as a UPA and gives its address as Rua Francisco Barreto de Menezes, s/n. To avoid a wasted trip for a procedure that has not yet been inaugurated, residents should not interpret HPP approval as access to inpatient stays or elective surgery without referral. For urgent or emergency needs, the published point of reference remains the emergency care unit.

When will the hospital start operating?

As of the October 29, 2026 review, no official start date for the expanded hospital operation had been found. Three separate stages must be distinguished: CIE approval of the new profile, physical and contractual preparation of the facility, and the actual start of hospital care. Only the last stage establishes that the HPP has begun delivering the new services.

On October 28, the Sergipe Legislative Assembly published an account of a speech by state legislator Kaká Santos celebrating the project's progress. The item records a legislator's statement, not an Assembly vote opening the hospital. The next meaningful confirmation should identify completion of the outstanding requirements, staffing, authorised services and the actual date on which hospital care begins.
