Dom Quirino and Coelho e Campos drainage works: roads and deadline in Aracaju

Underground drainage channels remain under construction around Santo Antônio and Industrial. Learn the contractual timetable, project area and why older detour notices must be rechecked.

Stormwater drainage works on Rua Dom Quirino and Avenida Coelho e Campos in Aracaju were still under way according to the municipal government's update dated October 20, 2026. The project covers areas of the Santo Antônio and Industrial neighborhoods and aims to redistribute rainwater runoff and reduce flooding near the Simeão Sobral and Deputado Airton Teles avenues. The city reported investment exceeding R$27 million and a contractual completion period of up to one year. That period is not confirmation of an actual handover date.

Where the works are located and which areas are covered

The procurement record of the Municipal Public Works and Urban Development Company (Emurb) describes three components within one contract: drainage channels along Avenida Coelho e Campos and Rua Dom Quirino, plus the resizing of the Airton Teles channel crossing under Avenida Simeão Sobral. The contract identifies the Santo Antônio and Industrial neighborhoods. The October 20 announcement also describes intended effects for the Engenheiro Gentil Tavares area and roads near Simeão Sobral and Airton Teles.

This defines the area served by the project, not every property, street or business subject to road closures. Without an updated map of active work sites, it is not possible to say that all of Industrial or all of Santo Antônio is undergoing construction simultaneously.

What is being built and what happens afterward

According to the municipal government, the two new underground channels will follow separate routes to redistribute stormwater flows. The stated objective is to ease pressure on the Airton Teles channel, which currently carries part of the runoff. The plan seeks to improve drainage capacity, but it does not establish that flooding will be permanently eliminated, particularly during heavy rain.

Completing the underground drainage network does not, by itself, complete every scheduled phase. The city also lists asphalt restoration, curbs, sidewalks, stormwater inlets and other street improvements after the underground work. An installed channel, a reopened roadway and a fully accepted project are therefore different milestones.

Contractual deadline and the current documented stage

The October 20 statement refers to a period of up to one year. An Emurb works-monitoring listing found in a public search index records contract 002/2026-SEMINFRA as ongoing, with listed dates from May 21, 2026, to May 21, 2027. The same indexed entry showed 18.27% on October 22, 2026. Its full supporting report could not be opened during this review, and the accessible excerpt does not explain the methodology behind that percentage. It must therefore not be presented as a measured share of benefits already delivered to residents.

May 21, 2027, is a date recorded in the contractual listing and may be changed through formal procedures. It is not proof that the work will be completed on that day, nor does it replace formal acceptance and reopening of the roads.

Previously announced closures and access conditions

The Municipal Transport and Traffic Superintendency (SMTT) announced restrictions at different stages. On June 16, it announced an initial closure of Rua Dom Quirino between Airton Teles and João Ribeiro avenues, starting June 18, for approximately 20 days. On October 6, it announced a further closure at the junction of Avenida Simeão Sobral and Avenida Deputado Airton Teles, toward Mercado, beginning October 8, with an estimated duration of ten days. At that time, the indicated detour followed Avenida João Ribeiro, Rua Dom Quirino and Avenida Airton Teles.

Those schedules and routes referred to specific dates. Because their original time windows have already passed, the notices reviewed do not establish that the same closure or detour remains in force on October 25. People driving through the area should obey on-site signs and check the SMTT's latest announcements. The October 20 construction update does not specify the traffic layout in force on that date.

Why R$34 million and R$27 million were both reported

When the works were authorized in May, the municipal government cited more than R$34 million for drainage. In October, it reported more than R$27 million in federal funding from the Ministry of Cities. Procurement procedure EMURB-CP0018/2025, approved on November 27, 2025, identifies the same channel and crossing works. These figures come from different stages and must be considered alongside the estimated tender amount, contracted price and any amendments. They should not be added together as if they were two separate construction projects. The public material reviewed does not establish how much has actually been paid.

What remains to be confirmed

To guide travel and assess actual delivery, an up-to-date, section-by-section map of active sites, access arrangements for homes and businesses, revised traffic diversions and a dated technical progress report with its methodology are still needed. The October 25, 2026 review confirms the cited announcements and records, not an on-site inspection, traffic reopening or the end of flooding.
