SE-100 widening in Barra dos Coqueiros: work underway and what remains

The SE-100 link between Barra dos Coqueiros and the port is slated for 13.47 km of widening. See the earthworks stage, the R$ 96.49 million tender, execution period and information still missing.

The widening of the SE-100 highway between central Barra dos Coqueiros and its junction with SE-240, near the Terminal Portuário de Sergipe (Sergipe Port Terminal), was at the clearing and earthworks stage according to a statement issued by the Sergipe State Road Infrastructure Department (DER-SE) on October 14, 2026. The project covers 13.47 kilometers, with a reported value of R$ 96,488,869.51. This confirms preparatory work along the road corridor, but it does not mean the new carriageways are finished or that any completed stretch has been opened to traffic.

Which section of SE-100 is covered by the widening?

The scope of electronic tender No. 35/2025 starts at the junction with Rodovia José Camargo in Barra dos Coqueiros and ends at the junction with SE-240, which provides access to the port terminal area. DER-SE records a contracted length of 13.47 km. The broader description of “almost 14 km” used in official news refers to that same route, not an additional section.

The work combines road widening with restoration of the existing pavement. It is therefore not simply the creation of a parallel carriageway: the intervention also provides for improvements to road infrastructure along the segment. The link serves residents, visitors and freight transport, but the improvements in traffic flow and safety announced by the state government are project objectives, not benefits already measured in operation.

What is finished, what is underway and what remains?

StageDocumented statusWhat can be established
Topographic surveys and design workReported as fully completed by the state government on May 14, 2026.A preparatory technical stage was completed; this is not the delivery of a finished section of roadway.
Mobilization of crews and site facilitiesIn May, DER-SE reported that site facilities were being set up and preparations for initial work fronts had begun. The statement provides no physical measurement of kilometers already widened.
Clearing and earthworksDescribed as ongoing on October 14, 2026.Ground preparation is being carried out, but the consulted sources do not publish a detailed map of active points or kilometer markers.
Drainage, paving and planned facilitiesEarlier documentation mentions road shoulders, a pedestrian walkway, a cycle path and drainage; the October update does not certify the completion of those components. These stages cannot be described as finished, nor can an execution percentage be assigned to each.
Final completion and openingThe examined documents do not demonstrate full delivery or provide an updated schedule for opening individual sections.Readers should not be told that the widening has been completed.

In the October statement, DER-SE president Anderson das Neves said the design includes seven “contornos” (alignments or bypass-like elements) along the route. The statement does not identify their individual locations or explain whether the term refers to temporary traffic detours. The number therefore cannot be used for route guidance.

How much does it cost, and what is the deadline?

Electronic tender No. 35/2025 received its final approval on September 19, 2025. DER-SE's official record identifies Construtora Celi Ltda. as the winning bidder, with an offer of R$ 96,488,869.51, below the estimated R$ 99,765,339.85. These amounts apply to the 13.47 km project ending at SE-240, not to every intervention planned along SE-100.

DER-SE's tender notice states an execution period of 360 days. This figure alone cannot establish the project's actual completion date. A reliable date would require confirmation of the contractual starting milestone and any work orders, suspensions or amendments. The consulted documents do not provide an updated physical-financial schedule, an overall completion percentage or a confirmed delivery date as of October 2026.

Do not confuse three different interventions

SectionLength and procedureCorrect interpretation
Rodovia José Camargo to SE-240, port area13.47 km; tender 35/2025; R$ 96,488,869.51.This is the widening whose clearing and earthworks were reported on October 14, 2026.
SE-449 junction to Atalaia Nova4.90 km; tender 21/2026; estimated R$ 64,777,300.28, including a planned viaduct. This is a separate tender. DER-SE's register listed the procurement as ongoing, which does not establish that the work was contracted or completed.
SE-240, in the port area, to Pirambu13.60 km; tender 4/2026 for pavement restoration and improvements. This is another separate stretch; completion of the tender procedure is not the same as completion of construction.

Keeping the projects separate prevents the lengths and budgets of different contracts from being added together to suggest, incorrectly, that the whole SE-100 is being widened under one project.

Are there traffic diversions? When will each section be ready?

As of the editorial check on October 21, 2026, the cited statements and procurement records did not provide an up-to-date kilometer-by-kilometer work map, road closure hours, officially approved alternative routes or handover dates for each section. They also did not include a measurement report that would allow the overall physical progress to be verified as a percentage. The lack of this published detail does not prove that no localized traffic changes are taking place.

For people using the highway, the practical approach is to consult DER-SE's latest communications and follow the traffic signs actually installed on the route, rather than treating promises of future benefits as proof of open carriageways. Public scrutiny of the project requires further information from the department: an updated schedule, progress by kilometer, the condition of access points, measures for road users and any contractual amendments.

Time reference: this report reflects official records consulted on October 21, 2026. The latest works-stage statement cited here was issued by DER-SE on October 14, 2026; subsequent changes would require a new check.
