In Sergipe, Brazil, people who are bedridden or have reduced mobility and cannot easily travel to an identity-document office may request issuance of the National Identity Card (Carteira de Identidade Nacional, CIN) at home. According to a notice published on October 22, 2026, by the State Secretariat for Social Assistance, Inclusion and Citizenship (Seasic), family members or legal caregivers should contact WhatsApp +55 79 99935-4540, Monday through Friday, from 7 a.m. to 1 p.m., Sergipe local time. A home visit requires guidance and an appointment; the secretariat has not published a list of municipalities covered.

Who can request a CIN home visit?

The home service is part of CIN Inclusiva and is aimed at people who are bedridden or whose mobility limitations make it difficult to reach a service office. The official notice does not set a specific minimum age for home visits or state that all older adults, people with disabilities, or people with a medical diagnosis are automatically entitled to a visit. The stated criterion is difficulty traveling.

The request should be made by family members or responsible persons, who receive scheduling and document instructions from the service channel. The notice does not require assuming that the person must first visit a physical office.

How to request an appointment

  1. Contact CIN Inclusiva via WhatsApp +55 79 99935-4540, on weekdays between 7 a.m. and 1 p.m., Sergipe time.
  2. Explain that the request is for home-based issuance, identify the municipality of residence, and describe the difficulty traveling so the team can advise on the request.
  3. Ask Seasic to confirm whether a visit is available at the address, what documents apply to the particular case, and the appointment date before treating the booking as confirmed.

These steps help organize an inquiry through the channel announced by the secretariat. The notice does not provide a fixed response time, visit schedule, document delivery period, or municipality-by-municipality coverage.

Which documents should be prepared?

Seasic lists the CPF (Brazilian individual taxpayer number), a medical report if available, and a civil-status certificate. The medical report was not described as universally mandatory, since the notice expressly says "if available".

WidowedMarriage certificate with the death officially recorded

Documents must be legible and free from erasures or alterations. Certificates must be originals or authenticated copies, according to the applicable requirements. Applicants should check by WhatsApp whether their particular circumstances call for additional documents.

What if there is legal guardianship or court-appointed curatorship?

If a person is represented by a guardian or curator, Seasic calls for the relevant legal documents, with the required annotation on the certificate, as well as the representative's identity document, where applicable. The notice does not specify a single standard document for every form of representation, so the requirements should be confirmed when arranging the visit.

Is the service available throughout Sergipe? Is it free?

Although this is a state government initiative, the October 22 notice does not list the municipalities covered, team availability, or time frames for visits. It also does not specify whether there is any charge for home service. The notice alone therefore does not establish immediate availability, automatic coverage of all 75 municipalities, or that this particular home-based service is free. Those details should be clarified through the official contact.

Home-based issuance should not be confused with CIN Inclusiva's in-person service or traveling outreach activities. Anyone who needs a team to come to their residence should clearly request the home-based option.

Information checked on October 23, 2026. Because scheduling and coverage can change, applicants are advised to reconfirm the details with Seasic before arranging transport, documents, or a home visit.
