Applications for Rode Bem, a program run by Brazil's state of Sergipe, remain open through December 31, 2026. The program offers the possibility of an exemption from the state motor vehicle ownership tax (IPVA) to residents earning up to two Brazilian monthly minimum wages who own only one nationally manufactured motorcycle with an engine displacement of more than 50 and no more than 165 cc, provided all other legal conditions are met. Applications are submitted online and reviewed: registering does not mean the benefit has been approved.
The Sergipe state government reaffirmed the deadline on October 20, 2026. The official website already identifies the current enrollment process as Rode Bem 2027, consistent with the rule that applicants register in the year before the tax year for which they seek the benefit. Therefore, the 2026 application deadline should not be mistaken for automatic tax relief or for the 2026 IPVA payment calendar.
Who is eligible to apply?
State Law No. 9,349/2023, as amended by Law No. 9,515/2024, and the Sergipe government's updated announcement establish these requirements:
- Residence: live in the state of Sergipe.
- Income: have monthly income of no more than two Brazilian minimum wages and provide proof in accordance with the applicable rules.
- Ownership: be an individual owner of a two-wheeled vehicle and meet the one-vehicle-per-beneficiary limit, without another vehicle registered in the applicant's name, subject to applicable vehicle registry rules.
- Motorcycle origin: the vehicle must have been manufactured in Brazil.
- Engine displacement: it must exceed 50 cc and not exceed 165 cc. A 50 cc motorcycle falls outside this range, while a 165 cc motorcycle may qualify if every other condition is satisfied.
The 165 cc cap comes from the 2024 legislative amendment and is repeated in the official October 2026 announcement. Older guidance referring to a 160 cc ceiling reflects an earlier version of the rules.
How to apply online
- Visit the official Rode Bem website, administered through Seasic, and select the first-time registration option if you do not already have an account.
- On the registration page labeled Rode Bem 2027, enter your CPF (Brazilian individual taxpayer number) to begin identification and follow the system's steps.
- Complete the requested information, including full name, full address and postal code, CPF, income details, and the motorcycle's Renavam vehicle registration number.
- Upload the supporting documents requested by the website, check that the information is consistent, and submit your application as directed.
- Track the request using the official system and watch for any requests from Seasic for additional information.
Keep a submission receipt if the system provides one. There is no need to share your CPF, password, or document images with intermediaries simply to obtain registration instructions.
Which documents and details are required?
The October 20 announcement and Decree No. 596/2024 specify the core documents and examples of acceptable income evidence:
- An official photo ID for the applicant.
- Proof of residence in Sergipe.
- Proof of income suited to the applicant's circumstances: a payslip or employer-issued income statement, a self-employment income declaration, an income tax return where applicable, or other documents accepted during review.
- Registration details, including CPF, full address and postal code, and the motorcycle's Renavam number.
The listed income documents are alternatives depending on the circumstances, not a requirement that every applicant submit all of them. Brazil's Cadastro Único social registry may be used to validate income, but that does not automatically eliminate the registration steps or checks required by Rode Bem.
Why might an application be rejected or remain pending?
Submitting the form does not result in automatic approval. Factors that may prevent eligibility or require corrections include:
- Income over the limit or insufficient documents to support the declared income.
- A motorcycle outside the engine-size range, not manufactured in Brazil, or not meeting the ownership requirement.
- Residence outside Sergipe or another registered vehicle that affects eligibility.
- Incomplete or inconsistent information, or documents that do not allow the authorities to verify the details.
These are potential eligibility or documentation issues derived from the published conditions, not an official list of rejection codes. Decree No. 596/2024 allows Seasic to request further information. Approval cannot be guaranteed, and no universal deadline for fixing a pending application or appealing a decision should be assumed without a notice specific to this enrollment cycle.
Who reviews applications, and which tax year is covered?
Seasic receives and validates applications and supporting documents; Sefaz, the state finance department, grants the tax benefit when the requirements are met. The rules call for registration in the fiscal year preceding the exemption. As the portal identifies this cycle as 2027, applications accepted through December 31, 2026 concern that cycle, always subject to approval.
This benefit is an IPVA exemption. It should not be interpreted as automatic relief from vehicle licensing, other charges, or all outstanding past debts. The law also provides for specific measures concerning IPVA liabilities and penalties from earlier periods, but these have their own legal requirements and are not granted merely by clicking the register button.
Key details: Apply by December 31, 2026, at the official Rode Bem website. Information and criteria checked on October 21, 2026. Review any notices displayed on the 2027 registration portal before uploading documents.
