Sergipe CNH Social 2026: October 22 deadline, 1,200 places and documents

Free applications close on October 22, 2026. Notice No. 12/2026 provides 1,200 places, initial review of the first 5,000 applications, a CadÚnico registration requirement predating the notice, and PDF documents. Read the eligibility rules, priorities and schedule.

Residents of Sergipe who meet the low-income requirements have until October 22, 2026 to apply for one of 1,200 places in the second CNH Social intake. Applications opened on October 13, are free of charge and must be submitted exclusively online under Notice No. 12/2026, issued by the Sergipe State Secretariat for Social Assistance, Inclusion and Citizenship (Seasic) together with the Sergipe State Traffic Department (Detran/SE). The deadline applies to applicants from municipalities throughout the state; applying does not mean being selected or automatically receiving a driving license.

The program covers a first license in category A or B and adding category A or B to an existing qualifying license. The notice does not specify the precise closing time on October 22, so applicants should not assume submissions will remain possible until 11:59 p.m.

Who is eligible?

  • Be at least 18 years old on the date of application.
  • Have been registered in the Single Registry for Social Programs (CadÚnico) at least 60 days before the notice was published on October 9, 2026.
  • Have a total monthly household income of no more than two minimum wages; this is not a per-person income ceiling.
  • Live in the state of Sergipe, whether in Aracaju, Greater Aracaju or the interior.
  • Be able to read and write.

Applicants wishing to add a category must hold a valid category A or B license or a moped driving authorization (ACC) registered in Sergipe, and must not be legally or administratively barred from holding a license. Holders of category B may request category A; holders of category A or ACC may request category B, subject to available places. First-time applicants choose either A or B, not a combined A+B option in this intake.

PDF document checklist

  • Official photo identification, such as an identity card, driving license or employment card.
  • CPF (Brazilian individual taxpayer registration).
  • Proof of address in the applicant’s name, issued within the three months preceding publication of the notice.
  • Proof of income, as applicable: last fiscal year’s income tax return, payslip or employer-issued earnings statement, self-employment income declaration, or declaration of no income.
  • Medical report for an applicant with a disability, if applicable, issued no more than three years before applications opened and bearing the physician’s signature and stamp.

If proof of address is not in the applicant’s name, the notice allows the residence declaration in Annex I, signed by a witness and accompanied by copies of both the declarant’s and witness’s identity documents. The no-income and self-employment declarations appear in Annexes II and III of the PDF, respectively. Annex III also mentions copies of relevant employment and social security card pages for self-employed applicants. Missing or invalid documents cannot be submitted later, according to clause 4.5.

How to apply and track your application

  1. Read the full notice and prepare your files in PDF format before starting.
  2. Visit the Sergipe CNH Social portal linked to Seasic. The page reviewed displays the options “Realizar inscrição” (Apply) and “Acompanhar minha inscrição” (Track my application).
  3. Enter accurate information, choose the license type for which you qualify, and upload the requested documents. Check all details before submitting.
  4. Track the status through the official channel and watch the email address provided, which may be used to contact selected applicants.

The buttons were visible on the website, but it was not possible to test an entire submission or establish that the service is free of outages. If there is a problem, contact Seasic through the official details in the notice. Do not send personal documents to intermediaries or unofficial websites.

The first 5,000 applications and selection priorities

Clause 2.1.1 calls for the initial review and validation of the first 5,000 applications in chronological order. This does not mean there are 5,000 places, nor does it guarantee approval for early applicants. If that first group does not produce enough eligible applicants for the 1,200 places, later applications will also be reviewed in chronological order. After document checks, Seasic will apply the social selection and ranking criteria laid down in the notice, in this order:

  1. Women in vulnerable situations who have experienced violence, are subject to a protective order and are beneficiaries of CMAIS Mulher or CMAIS Mães Solo, in the wording of the notice.
  2. People who have completed measures in the juvenile socio-educational system.
  3. People released from the prison system.
  4. Rural workers enrolled in the National Family Farming Registry (CAF) or holding a declaration of eligibility for Pronaf (DAP).
  5. Lower household income per person.
  6. Larger household size.
  7. Residents of municipalities with a lower Human Development Index (HDI).
  8. Young people aged 18 to 24.

Five percent of the 1,200 places are reserved for people with disabilities, equivalent to 60 places, provided eligibility requirements are met. Being classified as having a disability for the reserved places does not replace the fitness assessment conducted by Detran/SE. If the prioritization criteria still leave more qualifying candidates than places, the notice provides for a public draw.

Upcoming dates scheduled in the notice

  • October 22, 2026: application deadline.
  • October 23 to November 3, 2026: Seasic selection process.
  • November 5, 2026: provisional selection results.
  • November 6 to 10, 2026: appeal period shown in the schedule table.
  • November 13, 2026: final list of selected beneficiaries.
  • November 18, 2026: scheduled launch of biometric verification appointments; collection for the initial intake is scheduled for November 27 through December 28, 2026.

There is an inconsistency within the notice: its schedule table gives November 6 to 10 for appeals, but clause 8.1 allows two business days beginning with the first working day after the results are released. Confirm the applicable deadline with Seasic before filing an appeal. The notice calls for an in-person, reasoned submission at the secretariat, and does not allow appeals to remedy missing documents that were not submitted with the application.

Is the license free? Could selected applicants have expenses?

Seasic handles selection, while Detran/SE manages examinations, training stages and service-provider contracts. The notice provides funding for the licensing process and its required procedures but sets out exceptions: a new assessment before the appeals board following an unfit result may be paid for by the beneficiary; free retakes of tests are limited to two attempts per test as specified; and unfinished stages after one year from biometric validation must be paid for by the beneficiary.

The program provides up to ten practical driving lessons, with the option of taking the practical test after two recorded initial lessons when the rules allow. Travel within or outside the applicant’s home municipality is at the beneficiary’s expense. For a person with a disability, exceptional vehicle adaptations unavailable in the accredited fleet may also fall to the beneficiary. The benefit therefore does not eliminate every possible expense.

What happens after selection?

Selected applicants will receive an official email containing access details for Detran/SE services. Biometric identification must be completed by appointment, observing the 30-calendar-day period in the notice and the dates in the schedule. Failure to attend may cause the loss of the place and the call-up of reserve applicants. Obtaining the CNH depends on passing all required assessments and tests: applying and being selected do not guarantee a driving license.

Verification status on October 21, 2026

The official PDF and the Seasic notices page were reviewed on October 21, 2026; that listing did not show a correction expressly associated with Notice No. 12/2026. This does not establish that no later updates can occur. It was also not possible to complete a test application in the system. Check the official portal for notices before submitting. For enquiries, the notice lists cnhsocial@se.gov.br, ouvidoria@seasic.se.gov.br and +55 (79) 3179-1939.
